In 2005 Secretary of the Interior Gale Norton informed the Basin states via letter (link) that Interior would begin a process to develop Lower Basin 'shortage criteria' beyond the minimal criteria existing in the Long Range Operating Criteria and criteria for the conjunctive management of Lakes Mead and Powell. She indicated that the process would aim for an ending date of December 2007. In 2007 an FEIS was completed with a preferred alternative that was a combination of an NGO alternative, Conservation Before Shortage, and the Basin States Alternative.
