The Colorado River is a vital source of water, hydropower, recreation, ecosystem services, and other amenities for people in the seven basin states (Colorado, Wyoming, Utah, New Mexico, Arizona, Nevada, and California), over two dozen federally recognized tribes, and Mexico. About 75% of the river system's water goes to agriculture, supporting over 5 million acres of irrigated crops and pasture, while much of the remainder goes to the 40 million people who rely in part or in full on the Colorado River and its tributaries for their municipal water supply. Many of these agricultural and especially municipal uses occur outside of the physical basin, supplied through transbasin diversions. The hydropower facilities at major dams together generate over 10,000 megawatt-hours annually (enough to supply about 1 million households) when reservoirs are full. The total consumptive use of water from the Colorado River Basin increased by over 50% between 1960 and 2000, fueled by rapid population growth in cities, new agricultural diversion projects, and evaporation from new reservoirs. While the total use by 2000, 15-16 million acre-feet, was still less than what had been allocated on paper under the Law of the River, those depletions at least equaled the long-term average inflows to the system--a looming challenge obscured by high inflows in the 1980s and much of the 1990s. Starting in 2000, however, an extended dry period exacerbated by warming temperatures--termed the '21st-century megadrought'--saw average annual streamflows that were about 20% lower (~12-13 million acre-feet) than the long-term average.
